Vintage, used.  Polly Flinders Smocked Sailor Dress.   I purchased this at an estate sale thinking it would fit one of my dolls, (too big). Darling dress with the white collar, red and white smocking and navy and red trim.  6 buttons down the front.   Tag reads Polly Flinders Hand Smocked Size T3.  Back of tag reads delicate cycle, warm water, drip dry do not bleach.  (There is an ink dot on the T3 of the tag).   Measures from shoulder to hem 20 inches.  From shoulder to cuff  measurers 11 inches.
